Project Objective:
The project aims to support the Kingdom’s Vision 2030 by improving the efficiency and effectiveness of collection operations and keeping pace with financial sustainability programs, which enhances spending efficiency, revenue growth, and the containment of current liabilities, identifying challenges, and submitting proposals to support sustainability and optimal utilization of resources, in line with the objectives of the Jazan Region Secretariat and enhancing the culture of reducing uncollected financial dues and achieving maximum benefit, while applying best practices through awareness materials, workshops, and knowledge transfer.
The project will encompass the following key tasks:
Task 1:
- Assessing the current situation
Assessing the current situation in the entity, identifying gaps, studying and extracting existing dues and debts, classifying collected and uncollected revenues, and reviewing the Secretariat’s value-added tax dues.

- Governance and development
Analysis and matching of control with regulations and preparing a comprehensive control plan. Automating collection procedures, following up on financial dues, reviewing invoices, scheduling late payments, developing revenue reports, determining the collection period, and communicating with investors.

Follow-up and coordination
Supporting the general administration with periodic reports and indicators of revenues and providing data to the relevant authorities. Following up and updating developments, instructions, and regulations related to municipal revenues. And coordinating with the relevant departments to update contract data and monitor fee revenues.

- Reviewing dues
Preparing performance measurement indicators Following up on revenues and revenue reports and value added tax collected and uncollected. Developing financial indicators for the Secretariat’s revenues and preparing reports on the collection authority and the percentages of achieving targets and performance indicators of collectors.

- Qualification and knowledge transfer
Preparing qualification plans and workshops for revenue officials and specialists, holding workshops, preparing training materials, and preparing a visit plan to qualify revenue officials on the job.
