This includes carrying out the following tasks:

  • First task was establishment of public administration. For comprehensive quality
  • Second task was establishing a quality management system. Comprehensive secretariat departments
  • Third task was establishing a comprehensive quality management system in the agencies affiliated with the Eastern Province Municipality

Project Scope Summary

The third phase ends with the installation of an electronic system/platform in which all documents of the quality management system are documented in the Secretariat, governance, compliance and risk management, as well as the automation of the operations of the General Administration of Quality and Institutional Excellence represented in following up on the quality management system, including documenting the operations on the platform, the governance and compliance system, and analyzing risks and opportunities, following up on goals, implementing internal reviews (automated), and senior management reviews of the quality management system. The platform is characterized by the following:

    1. Gap analysis for relevant agencies and departments
    2. Identify processes and establish procedures for relevant agencies and departments
    3. Identify processes and establish procedures for agencies and sub-departments of the Secretariat
    4. Identifying internal and external influences, stakeholders and risks in the Secretariat’s agencies and departments
    5. Creating a quality guide for the Eastern Province Municipality
    6. Internal Audit Course for 35 Personnel from the Eastern Province Secretariat
    7. Conducting Internal Audits on the Eastern Province Secretariat
    8. Management Review of the Eastern Province Secretariat
    9. Opportunities for Improvement

Establishing an electronic platform to document and manage the quality management system and to create and monitor the strategy, objectives, performance indicators and risk management, characterized by the following:

    1. Support and link between the elements of the components of the work, facilitating the processes of tracking the impact and compatibility between them
    2. Support for all components of the governance frameworks and linking them
    3. Analysis and development of the components of the work (strategy – services – operations – policies – structures and roles – performance indicators – stakeholders – standards)
    4. Successful implementation of work strategies and monitoring performance automatically and dynamically
    5. Implementation of risk management processes on the components of the work (strategy – finance – procedures – governance – information security – business continuity)
    6. Comprehensive management of the quality of work services and products and other quality standards
    7. Support for global standards and best practices in work management and achieving institutional excellence
